Luis S. Garcia, Ed.D., M.S.W., is a senior program manager at Advocates for Human Potential (AHP). Dr. Garcia has more than 20 years of experience in behavioral health program administration across multiple sectors. He is an expert in building cross-sector collaboration, networks, and movements to improve community well-being. He is skilled in organizational and program development, administration, performance measurement, and program evaluation in public and nonprofit settings. Dr. Garcia is a behavioral health subject matter expert with expertise in developing and implementing policies and guidelines, to assist organizations and clients navigate programmatic requirements. He has developed agencywide workplans and monitored deliverables for homeless, behavioral health, and reentry programs in Los Angeles County. Dr. Garcia began his career with a community-based organization addressing emerging public health and behavioral health issues faced by Latino and LGBTQ+ reentry populations and state parolees with serious mental illness in South Los Angeles. He is a Registered Associate Clinical Social Worker and holds a doctorate in educational leadership for social justice from Loyola Marymount University.
